2003年9月份，经菲律宾华文教育中心的介绍，我市与卡加延德奥罗市建立了联系。随后，双方城市进行了多次旨在建立友好关系的书信往来。
2005年6月14日至17日，应石忠信市长的邀请，卡加延德奥罗市市长埃马诺亲率由政府成员和企业家组成的代表团一行27人前来哈尔滨访问并参加了第十六届哈洽会。其间，两位市长就今后两市关系的发展进行了热情友好的会谈，一致同意在经济贸易、科学技术、文化教育、城市建设、环境保护、人才交流、旅游等领域进行合作，并签署了两市友好交流与合作备忘录。
2005年9月28日，全国友协批准哈尔滨市与卡加延德奥罗市结好。
2007年3月2日，市长张效廉和卡加延德奥罗市市长埃马诺分别在各自城市代表政府签字。哈尔滨市与菲律宾卡加延德奥罗市正式缔结友好城市关系。
2007年4月18至20日副市长王莉率团访问了卡加延德奥罗市, 就两市之间开展全方位合作进行了探讨。

Brief introduction to Cagayan de Oro City
Cagayan de Oro city is located in the north of Mindanao of Philippines, the capital city of Misamis Oriental Province. The population is 510 thousand, the covered area is 488 Square kilometers. Cagayan de Oro is the hub of transportation and the center of economy in the north parts of Mindanao. Industry is mainly comprised by metallurgy, coconut oil processing, timber processing, fodder producing. Agriculture mainly refers to tropic fruits planting, grain growing etc. The commerce is developed and educational facility is consummate in this city. Nowadays, this city has been chosen as the top developing zone in the areas of heavy industry and agriculture by the Central Government of Philippines.
Brief introduction to mutual communications
In September 2003, Harbin began to contact with Cagayan de Oro city introduced by Chinese Language Research Center of Philippines. A lots of letters about discussion establishment Sister City relationship between two cities were posted between two respectively Mayors.
From June 14 to 17, 2005 by the invitation of Mr. SHI Zhongxin, Mayor of Harbin, a 27-person delegation headed by Mr. Emano, Mayor of Cagayan de Oro city, and comprised by officers and entrepreneurs visited Harbin and participated Harbin Trade Fair. Both Mayors discussed the development of relation between two cities and agreed to develop cooperation in the areas of economy, trade, science and technology, education and culture, city construction, environment protection, personnel exchange and tourism. The Memo of establishment friendly exchanges and cooperation relationship was signed.
In May 2000, China People’s Association for Friendship with Foreign Countries formally approved the application of establishment twinning relationship between Harbin and Cagayan de Oro city.
In March 3,2007, The Agreement on establishment Sister City relationship between two cities was singed by Mr. ZHANG Xiaolian, Mayor of Harbin, and Mr. Emano, Mayor of Cagayan de Oro, respectively. The Sister City relationship between two cities was formally established.
From April 18 to 20, 2007 by the invitation of mayor of Cagayan de Orocity, Harbin delegation headed by Ms. WANG Li, Deputy Mayor of Harbin, visited Cagayan de Oro city and discussed the cooperation in all directions.
