1992年4月，以邵奇惠省长为团长的黑龙江省政府代表团应邀访问了罗马尼亚普拉霍瓦县，并与该县签署了建立友好省（县）协议书。访问期间，该县首府普洛耶什蒂市市长维克托· 萨乌列斯库及罗马尼亚驻华大使罗明表达了愿与哈尔滨市开展交流与合作及建立友好城关系的愿望。
1994年1月，应索长有市长的邀请，以维克托· 萨乌列斯库市长为团长的普洛耶什蒂市政府代表团一行五人访问了我市，拜会了市政府、市人大和省政府，并与我市签署了建立友好城市关系备忘录，双方同意近期正式建立友好城市关系。
1995年5月1日，哈尔滨市市长索长有率领政府代表团访问普洛耶什蒂市，与该市市长维克多·萨武列斯库共同签署了两市建立友好城关系协议书，为两市在更广阔领域的友好交往与合作打开了崭新的一页。
1999年4月，哈尔滨市外事工作组应邀访问该市，探讨两市交往的发展方向。
2000年9月，市政协主席程道喜率哈尔滨市政府代表团访问该市，签署了经济合作及文化交流备忘录。
2001年6月，普洛耶什蒂市副市长扬库·扬率代表团访问我市，并参加哈洽会各项活动。
2002年1月，扬库·扬副市长再次率团访问我市参加哈尔滨国际冰雪节，同时，还派出了4人代表队参加了哈尔滨国际冰雪雕比赛。
2003年11月，市政法委书记陆文君率团访问普市，参加在该市举办的“欧根妮娅国际歌唱比赛”开幕式，拜会普罗霍瓦县政府、普洛耶什蒂市政府，并参观该市的工业园区和艺术中学。
2006年6月，艾米尔·卡洛塔市长率团访问我市，参加了哈洽会各项活动。访问期间，双方签署了新的备忘录，以进一步促进两市在经济、卫生、贸易、文化及教育领域的交流与合作。
2007年1月，普洛耶什蒂市议会代表团一行5人访问我市，参加第23届哈尔滨国际冰雪节活动。
2007年6月，格拉西娅·加夫里列斯库副市长率领普洛耶什蒂市政府及议会代表团一行9人访问我市，参加第18届哈尔滨国际经济贸易洽谈会各项活动。访问期间，双方就城市建设及建筑材料领域的合作举行了工作会谈。
2007年9月，以市人大常务副主任王铁强为团长的哈尔滨市人大代表团一行7人对普市进行了友好访问，受到了热情欢迎。访问期间代表团拜会了普市政府，与卡洛塔市长及其他官员举行了工作会谈，就两市如何开展具体合作事宜交换了意见，并参观了该市工业园区、石油博物馆及艺术博物馆。
City of Ploiesti

Brief introduction of Ploiesti City
Ploiesti lies in the south-eastern part of Romania, is 60 km away from Bucharest, with a total population of about 250.541 inhabitants. The actual area of Ploiesti is of over 50 square km, the city centre having a total surface of 5,828 ha. Ploiesti is situated near the famous wine - growing region Dealu Mare - Valea Calugareasca and has direct access to Prahova Valley, the most important area of mountain tourism in Romania.
Ploiesti is also an important road and railway centre which makes the connection with other important cities as Bucharest, Brasov, Buzau, Targoviste, Urziceni, Valenii de Munte and Slanic. Ploiesti is the capital of Prahova county, the county with the largest population in Romania (almost 900 000 inhabitants) who live in 100 towns.
Brief introduction of mutual communications
In April 1992 Mr. SHAO Qihui, Governor of Heilongjiang Province, led a governmental delegation to visit Romania and signed the agreement of establishing friendly provinces(counties) relations with Prahova County. During the visit Mr. Victor Savulescu, mayor of Ploiesti and also H.E. Mr. Romulus Ioan Budura, ambassador of Romania to China both hoped Harbin and Ploiesti could establish sister city relations.
In January 1994 at the invitation of Mayor Mr. SUO Changyou, a 5-person delegation headed by Mr. Victor Stefan Savulescu visited Harbin. During the visit the delegation visited Harbin Municipality, Harbin People’s Congress and Provincial Government. The two mayors signed the Memorandum also to agree to establish sister city relations in the near future.
In May 1995 Harbin delegation headed by Mayor Mr. SUO Changyou visited Ploiesti and signed an official agreement for settling the sister cities relationship between Harbin and Ploiesti, which marked a new step and period for the two cities to cooperate and make exchanges in different fields.
In April 1999 a working group from Harbin Foreign Affairs Office visited Ploiesti.
In September 2000 Harbin delegation headed by Mr. CHENG Daoxi, Chairman of Harbin People’s Political and Consultative Conference, visited Ploiesti and signed a memorandum concerning mutual economic and cultural exchanges and cooperation.
In June 2001 Ploiesti Delegation headed by Deputy Mayor Mr. Ion Iancu visited Harbin and attended Harbin Trade Fair.
In January 2002 Ploiesti Delegation headed by Deputy Mayor Mr. Ion Iancu visited Harbin and attended Harbin Ice and Snow Festival. At the same time a four-person team attended Harbin International Ice and Snow Sculpture Contest.
In November 2003 Harbin Delegation headed by Mr. LU Wenjun, Vice President of Harbin Association for Friendship with Foreign Countries, attended the Opening Ceremony of Eugenia Moldoveanu International Singing Competition. The delegation also visited Ploiesti Municipality, Prahova County, Industrial Park and an art school.
In June 2006 Ploiesti Delegation headed by Mayor Mr. Emil Calota visited Harbin and attended different events of Harbin Trade Fair. During the visit both sides signed a new memorandum to further promote mutual cooperation and exchange in different fields including economy, public health, trade, culture and education etc.
In January 2007 Ploiesti Delegation of 5 councilors visited Harbin and attended Harbin Ice and Snow Festival.
In June 2007 Ploiesti Delegation headed by Deputy Mayor Mrs. Gra?iela Gavrilescu visited Harbin and attended Harbin Trade Fair. During the visit both sides had a discussion concerning cooperation in city construction and construction materials.
In September 2007 Harbin Delegation headed by Mr. WANG Tieqiang, Standing Vice President of Harbin People’s Congress, visited Ploiesti. During the visit the delegation had an open dialogue and discussion with Mayor Mr. Emil Calota and other officials in Ploiesti concerning how two cities strengthen concrete cooperation. Harbin delegation also visited Ploiesti Industrial Park, Oil Museum and Art Museum.
